The agreement reached between Muttahida Qaumi Movement (MQM) Pakistan and PPP came to light.
According to the text of the agreement reached between the two parties, the PPP will abide by the decision of the Supreme Court on the amendments to the Local Government Act.
According to the decision of the Supreme Court, the amendments to the Act will be approved by the Sindh Assembly within 30 days.
Under the agreement, a political person will be appointed as the administrator of KMC on the recommendation of MQM. The distribution of funds for local governments will be under the formula of NFC Award 2010.
The agreement stipulates that the MQM will send the names of three government officials to the Sindh government for the Hyderabad Municipal Corporation, the Sindh government will appoint one of the three names as the administrator of Hyderabad, the new boundaries of local governments will be determined through mutual consultation and Will be done under the agreement.
According to the text of the agreement, the appointment of Chief Secretary and IG Sindh will be made by mutual consultation and agreement as per law.
Transfers and appointments of officers in Sindh will be done by mutual consultation. And make a written agreement.
Under the agreement, MQM will also send 3 names for MC Municipal Commissioner to Sindh Government. One of the names sent by MQM will be appointed as Municipal Commissioner, also for Administrator DMC Central, Korangi and East. MQM will send 3, 3 names, Sindh government will appoint administrators DMCs from the list sent.
According to the agreement, both the parties will respect each other's mandate, MQM will be recognized as the representative party and stakeholder of citizen Sindh, consultation with MQM in important political, administrative and economic decisions related to citizen Sindh.
The concerns of all stakeholders including MQM will be heard on the census. Both the parties will try to amend the constitution regarding local governments. Efforts will be made to make local governments the third rank of the federation in the constitution.
In addition, a committee will be set up to review the implementation of quotas in government recruitment, the committee will have equal representation of both parties, and local policing will be introduced to deal with street crime and lawlessness.
According to the text of the agreement, both the parties have agreed to refrain from settling new settlements in Karachi.
Facilities will be provided for setting up a university in Hyderabad and a commission will be set up to resolve the issue of land grabbing of refugees.
The agreement has been signed by Bilawal Bhutto and Khalid Maqbool Siddiqui. The agreement also has the signatures of Shahbaz Sharif, Maulana Fazlur Rehman, Akhtar Mengal and Khalid Magsi as guarantors. The agreement has been named as 'Charter of Rights of the People of Sindh'.
