Afghanistan's ambassador to China, Javed Ahmad Qaim, announced his resignation last week before the new ambassador-designate arrived in China, and according to Chinese officials, he has also left China.

Javed Ahmed Qaim shared a detailed letter to top officials on Twitter and also announced his resignation in his tweet. His letter states that the new ambassador's name is Sadat and it is not yet clear whether the new ambassador has taken up his post following a tweet from him on Monday.

However, the Chinese Foreign Ministry said in a regular press conference on Tuesday that Javed Ahmed Qaim had left China for personal reasons. The Afghan Foreign Ministry has not yet commented, according to Reuters.

He also wrote in his letter that when the new ambassador arrives in Beijing, he may not find any Afghan diplomats in the embassy because by then everyone will have left.

According to Javed Ahmad Qaim, since the Taliban took control of Afghanistan, he and the rest of the diplomats at the Afghan embassy in Beijing have not received any financial support.

Javed Ahmed Qaim posted a handover letter on Twitter on Monday. The letter is dated January 1.

He said in the letter that many diplomats had already left the Afghan embassy in Beijing. He said he had not been paid since last August.

''There are many professional reasons for this resignation as well as personal reasons but I do not want to mention them here.''He wrote on Twitter.

A small part of the Chinese border is connected to Afghanistan. Since the arrival of the Taliban in August, China has sent several consignments of humanitarian aid to Afghanistan.

Javed Ahmed Qaim wrote in his letter to two senior officials that "we have talked on the phone many times. I am going on vacation from January 2. I don't know when I will be able to come to the office considering the conditions and restrictions. That is why I am posting a handover letter so that another ambassador can start his work at the Afghan embassy in Beijing without any complications.

'Available on zoom calls'

Elaborating on official matters for the incoming ambassador, he added: "We have divided the Afghan mission in Beijing into political, economic, cultural, educational, trade, military and administrative. The embassy has separate rooms for all sections. All previous work papers are in the office. In addition, the office has documents related to what happened recently and what should happen now. However, if there is any confusion, I will be available on the zoom call.

He wrote,''The diplomats posted by the Islamic Republic of Afghanistan did not want to stay here after August 15, 2021''. So many people had already left China. I don't think there will be any diplomats here when the new ambassador-designate, Mr. Sadat, arrives in Beijing.

One million dollars and five cars

He wrote,''We have not been paid for the last six months.'' In the meantime, we had formed a committee of diplomats to resolve the economic crisis. 

''We had money in the bank for living and other expenses.'' We used this money during that time. We could not pay the staff but gave some money so that they could live in Beijing.

Javed Ahmed Qaim wrote in the letter, "Today is January 1, 2022 and there are about 100,000 dollars left in the account. There is also money in another account. ''I am sending a separate sheet, which will contain all the details of the account.'' The embassy has five cars. All cars are parked in front of the main building. The car keys are in the office. They have two old cars and they need to be repaired.

"I have paid the salaries of the local staff till January 22 this month and now their work is over," he added.

''I have only one staff member at the reception so that someone can be present when Mr Sadat arrives.'' They will meet Miss Xiao Li there. ''I have locked the embassy offices and houses.''
